      Minutes of the Meeting held on 11th May  2009

 

 

The meeting opened at 7.30 p.m.

 

Present

Councillors - Chairman , Mr R Aves,  Mrs S Craggs,  Mr RW Bartrum,, Mrs E Gerrard, Dr A Kinnear-King  

Also present was Mrs J Harvey, several members of the public and the clerk, Mike Mortimer.

 

1      Apologies for Absence

        Parish Councillors, Mr D Hodges, Mr D Craggs, Mr D England, Nr N Morley, County Councillor Mr B Spratt        and District Councillor Mr K Weeks

 

2      Declaration of Interests

        There were none

 

3     To agree the Minutes of the meeting held on the 2nd March 2009

The minutes were agreed

 

4      Matters arising from the Minutes

        None

 

5      County Councillor Spratt's Report

        Mr Spratt was unable to attend

 

6      District Councillor Weeks' Report

Mr Weeks was unable to attend.

 

7   Parish Plan

Mrs Craggs reported that the collection of information for the questionnaire was continuing and that suggestion boxes were being placed at sites around the Parish. She was able to tell the meeting that the Plan had already received £500 in funding from ITV and the request for £500 to be made available from Parish Council funds was unanimously agreed. Dr Kinnear-King asked what the cost of identifying the plan would be and Mrs Craggs suggested £1700 as a rough minimum.

 

8   Highways

Mr Aves reported on a meeting with Mr Overland of the Highways Department at which many points were raised including the state of repair of the roads and the junction between School Road and the A1066. Mr Bartrum pointed out that Suffolk CC use a different process for repairs which appeared to be better.

A member of the public pointed out that the banking in School Road was being seriously eroded as a result of vehicles involved with the new housing development and was concerned that it should be properly restored when the work is finished. Mr Aves agreed to do his best to see that it was done.

The problem of parking at the school was brought up and the clerk was asked to write to the head.

Mr Aves reported that he had spoken to the appropriate landowner about the long running problem of flooding in Algar Road and that he , the landowner, would address the problem in the Autumn. In response to a complaint about flooding in Folly Lane Mr Aves agreed to consider the matter.

       

9    Correspondence

There was no correspondence.

 

10    Planning

        A schedule of planning applications was provided.

11    Finance

        The 2008/9 Accounts were agreed

        It was agreed that a further £400 should be donated to The Fersfield Church Meadow.

        A financial report for the March/April period was made available.

               

12    Allotments

        Mr Aves announced that he was intending to treat the whole area for weeds and then plough which would mean that the land would be in a proper state for tenants in the autumn.    

       Mr  Bartrum pointed out that Mr Aves was incurring considerable costs and said that Mr Aves should be reimbursed for his work.

        A member of the public expressed concern at ploughing the area where some protected plants were growing and Mr Aves agreed to look into the matter.

        The clerk was asked to write to a neighbouring property owner concerning the tipping of garden waste onto the allotment land.

 

13    To consider setting up sub-committees

        As a number of Councillors had been unable to make the meeting it was agreed that the item be postponed.

 

14    To consider additional recreational facilities for young people

        Surprise was expressed at the £30,000 cost of play equipment planned for the Fersfield Church Meadow. Dr innear-King reported that the Village Hall was planning the refurbishment of the play equipment on the               

        playing field as the cost of new equipment was so high. Mr Aves suggested that the Village Hall might approach the Parish Council for some funding.

The condition of the seat at the front of the Village Hall was discussed and Dr Kinnear-King agreed to look at           it.

 

15    To receive a report from Mr D England on County Farms Management

        The clerk was asked to circulate the report.

 

16    Any Other Business

        Mrs Craggs asked who ran Homewatch and other Councillors offered to provide her with the    information.

        The clerk informed the meeting that a new Parish Governor was needed for the school as Mrs Dain was stepping down.

        The matter of who would get the new housing in School Road was raised by a member of the public.

        Mr Aves said that the intention was that it should go to local people and that there had been continual assurances from SNDC that that would be the case though he did express some concern that it might not.

 

17    Date of the next meeting

        It was agreed that the next meeting should be on the 6th of July.
